Westhoughton is under threat from 4,000 new houses being built on green fields at Lee Hall and the Hulton Estate, near Chequerbent, and Bowlands Hey to the west of the town.
Labour town hall bosses urged developers to submit new sites for housing developments across Westhoughton as part of the Greater Manchester Spatial Framework.
Residents fear that the town’s roads will come to a standstill, while developers have not promised any extra doctors, schools or health facilities.
